Certified Public Accountants   John Milligan, CPA, Managing Partner

Consultants and Certified Public Accountants John Milligan is a Certified Public Accountant licensed in Pennsylvania, New Jersey, Delaware and Maryland. John graduated from Temple University in 1975 (Magna Cum Laude) with a degree in Accounting.

After Graduation, John joined the international accounting firm of PricewaterhouseCoopers (WC), formerly Coopers & Lybrand, where he worked for nine years in their Philadelphia Office. John worked for three years as a manager in PWC's Emerging Business Department. This department specialized in servicing small and medium sized businesses.

John also worked as a manager or supervisor on several large engagements, including Conrail, United Hospitals, Boots Hercules and the Pennsylvania State Employees' Retirement Fund. After starting his firm in 1985, he had been engaged to participate on large special projects at Arco Chemical Corporation, Philadelphia Gas Works, the Federal Transit Administration, Southeastern Pennsylvania Transportation Authority (SEPTA), and the Resolution Trust Corporation.

His professional activities include membership in the American and Pennsylvania Institute of Certified Public Accountants, New Jersey Society of CPA's, Maryland Association of CPA's and the National Association of Black Accountants.

John's community activities include serving on the board of the Children's Hospital of Philadelphia, The Philadelphia Industrial Development Corporation, and the African-American Chamber of Commerce. Furthermore, he serves as a volunteer for the E-3 (Economic and Entrepreneurship Education) high school mentoring program. John also currently serves on several not-for-profit agency boards in the Philadelphia region.

Professional Engineers Pennsylvania Department of Transportation  Mary Denise Bailey, Partner

Mrs. Bailey graduated from Drexel University in 1988 with a Bachelor of Science Degree in Commerce & Engineering.

Denise is responsible for the firm's transportation engagements with various entities, including the Federal Transit Administration (FTA), Pennsylvania Department of Transportation, Southeastern Pennsylvania Transportation Authority, and the Philadelphia International Airport.

Ms. Bailey is currently serving as lead reviewer on the firms' Triennial Review engagement with the FTA. She oversees FTA, contractor, and grantee staff training seminars and conferences.

Ms. Bailey serves as project manager for the firm's contact with 21st Century Rail (Raytheon) to provide a review of their DBE statistics reported to NJT (New Jersey Transit) on their Hudson Bergen Light Rail Transit turn-key project. The complex goal requirements for each element of the project requires that we develop and maintain a system for reviewing reports on DBE subcontracting goals achieved (both contracts and payments) and recommends changes for more accurate and complete reporting.

She was also project manager for the development and coordination of a series of workshops for Southeastern Pennsylvania Transportation Authority (SEPTA) focusing on the opportunities and procedures for contracting with the Authority. Worked with SEPTA management to develop the scope, participants, and materials used. Provided support staff during, and analysis after, the event.

She worked in the Construction Management Department of Urban Engineers, Inc. for 4 years, providing project management of heavy and highway, transit and infrastructure construction projects. While employed, she served on the construction management team as schedule engineer for the I-95 Delaware Expressway program, with included 10 separate contracts worth over $120 million.

Ms. Bailey is the past president, Women's Transportation Seminar, Philadelphia Chapter, a member of the American Public Transit Association (APTA), American Society of Highway Engineers (ASHE), and a corporate member of the Conference of Minority Transportation Officials (COMTO).

Charles Holmes is a Certified Public Accountant, licensed in Pennsylvania and New Jersey. Charles graduated from Drexel University in 1987 with a Bachelor of Science degree in Accounting.

After graduating from Drexel University, Charles joined the international accounting firm of PricewaterhouseCoopers (PWC), formerly Coopers & Lybrand, where he worked for five years in their Philadelphia office. Charles worked in the audit department as a supervisor or senior on several large engagements. His experience includes manufacturing, construction, insurance, environmental, non-profit, partnerships, financial services, health care, S.E.C., and Regulated Investment Companies (mutual funds). Some of his clients included Tastykake, Congoleium, Pennsylvania Manufacturers Insurance Company, Provident Mutual, IA Construction, and the Resolution Trust Corporation.

As a partner, he is responsible for various audit and consulting engagements. Charles was involved on two separate consulting projects at a major utility company. He was manager-in-charge of the Pennsylvania Bureau of Long-Term Care Project, which involved the review of cost reports submitted by long-term care facilities. In addition, Charles is currently serving as partner on the Federal Transit Administration's Financial Management Oversite (FMO) program, which involves examining the financial management systems and the related internal controls of transit authorities located throughout the United States. Finally, Charles oversees the Firm's participation in the AICPA Quality Review Program, which has led to the firm completing two consecutive peer reviews with no "letters of comment".

His professional activities include membership in the American and Pennsylvania Institutes of Certified Public Accountants.

Charles recently served on the Executive Committee of the Pennsylvania Institute of Certified Public Accountants. He also serves as an advisor to Partnership for Youth.
