Formerly an Associate with the firm of Orth-Rodgers & Associates, Inc., Mr. Dean formed Atlantic Traffic and Design Engineers, Inc. in the fall of 1990 to provide specialized consulting engineering services in the areas of:

Since 1983, Mr. Dean has been responsible for over six hundred assignments involving the analysis of future traffic impacts of proposed new developments incluidng the examination of existing traffic conditions, projection of future traffic impacts, identification and conceptual layout/design of off-tract roadway and intersection improvements, and preparation of "fair share" cost analyses as a mechanism to implement such improvements. Such assignments have included analyses of:

Served as Municipal Planning Board/Board of Adjustment consultant in the review of traffic studies and site plans for proposed developments in the Townships of Middletown, Deptford, Burlington, Bridgewater, Hillsborough, Branchburg, Roxbury, Pohatcong, and Franklin, Clinton, Watchung, Kenilworth, the Town of Harrison, and the Borough of Morris Plains, in New Jersey.

In Pennsylvania, Mr. Dean has represented the Townships of Tredyffrin, Hanover and South Whitehall. Assignments typically include the detailed review of applicable local ordinances or other design/performance standards, examination of traffic impact analysis, preparation of traffic engineering reports offering opinions of concurrence/difference with applicants' findings, and representation of the municipality at various public meetings.

Responsible for the preparation of the Circulation Element of the Municipal Master Plans for the Townships of Woodbridge and Pohatcong in New Jersey and a Township Traffic Study for the Town of Hackettstown, Warren County.

Mr. Dean has also served as a design engineering consultant charged with the direct responsibility for the design of traffic signals and coordinated signal systems at over one hundred locations along State and County highways as well as municipal streets in Pennsylvania, New Jersey, and New York. In this capacity, Mr. Dean has represented numerous private clients, the Pennsylvania Department of Transportation, Uwchlan Township, the Cities of Philadelphia and Allentown, Pennsylvania, the New Jersey Department of Transportation, Middlesex County Engineer's Office, the City of Trenton, the Townships of Bridgewater, East Brunswick, Roxbury and Franklin, and the Borough of Somerville in New Jersey.

Responsible for the conduct of comprehensive parking demand studies and utilization surveys for the Somerset Medical Center (Somerville, NJ), Christ Hospital (Jersey City, NJ), and the University City Science in Philadelphia, Pennsylvania as well as "shared parking" studies at various mixed commercial/office/retail sites in the Delaware Valley and in Central New Jersey.
